AT&T has finalized a deal to buy $1.9 billion worth of spectrum from Verizon Wireless.  This agreement will allow Verizon to unload a good amount of their 700MHz spectrum, which AT&T will be using to improve their LTE service for 42 million customers across 18 states.  In addition to the cash, AT&T will also be transferring Advanced Wireless Services (AWS) spectrum licenses in Phoenix, Los Angeles, Fresno, Albuquerque, and Portland.
