AE Industrial Partners has named retired Rear Admiral Leonard “Butch” Dollaga as an Operating Partner, expanding his role at the private investment firm as it supports companies operating across the maritime, aerospace and national security markets.
Dollaga will work with AE Industrial’s investment professionals and portfolio company executives to strengthen strategic planning, develop customer relationships and identify growth opportunities.
He will also help evaluate potential investments across national security sectors, with a particular focus on maritime technologies and services.
Another part of Dollaga’s role will involve helping portfolio companies understand and navigate the federal processes that influence the defense industrial base. These include government budgeting, congressional legislation, procurement, acquisition policies, and the military’s process for identifying and funding operational requirements.
This experience could help AE Industrial’s portfolio companies align their products with government priorities, build relationships with defense customers and move emerging technologies from development into field deployment.
Dollaga joined AE Industrial in 2024 after serving for more than three decades in the U.S. Navy. His promotion to Operating Partner gives him a larger role in the firm’s investment activities and the strategic development of its portfolio.
He most recently served as Chief of Legislative Affairs for the Department of the Navy. In that position, Dollaga was the principal legislative adviser to the Secretary of the Navy and the Chief of Naval Operations.
His responsibilities included working with members of Congress, senior defense officials and national security leaders on issues involving Navy priorities, maritime readiness, shipbuilding, undersea warfare and funding for future military capabilities.
Dollaga also contributed to building domestic support for AUKUS, the trilateral security partnership among the United States, Australia and the United Kingdom.
AUKUS includes efforts to strengthen defense technology cooperation and help Australia acquire conventionally armed, nuclear-powered submarines. The partnership also covers areas such as artificial intelligence, autonomous systems, cyber capabilities and undersea technologies.
Earlier in his Navy career, Dollaga served as Commander of Submarine Group 7 and Commander of the Undersea Warfighting Development Center.
Those assignments involved advancing undersea warfare capabilities, improving coordination among naval warfare communities and strengthening cooperation with U.S. allies and partners across the Indo-Pacific region.
His operational and policy background gives AE Industrial experience spanning military requirements, congressional oversight, acquisition programs and the deployment of maritime capabilities.
As an Operating Partner, Dollaga will help management teams interpret customer priorities and translate those requirements into commercial and product strategies.
He will also assist companies as they pursue government contracts, develop partnerships and seek to establish durable positions within the national security market.
AE Industrial invests in technologies and services considered important to national and economic security. Its primary areas of focus include national security, aerospace, and industrial services.
The firm manages approximately $9 billion in assets as of March 31, 2026. Since 2015, AE Industrial has completed more than 155 investments.
Its investment activities span private equity, venture capital and aerospace leasing. The firm works with management teams to develop companies that serve government agencies, military customers, commercial aerospace markets and critical industrial operations.
Dollaga said his goal is to help portfolio companies better understand customer requirements, pursue disciplined expansion and convert innovative technologies into capabilities that can be used by service members and allied partners.
His appointment also reflects growing investor interest in maritime and defense technologies as the United States and its allies seek to expand shipbuilding capacity, strengthen supply chains and modernize military systems.
Dollaga graduated from the United States Naval Academy and holds a master’s degree in engineering management from George Washington University.
