Avendar announced it raised €2.2 million in seed financing to accelerate development and deployment of its AI platform designed for public-sector investigations, intelligence analysis, and fraud detection. The funding round was led by LUMO Labs and the Brabant Development Agency. The company said the financing will support expansion of its engineering and product teams, further development of its AI capabilities, and broader go-to-market expansion across Europe.
Avendar develops a GovTech and AI platform that helps public institutions transform fragmented datasets into actionable intelligence through automated analysis and signal detection. According to the company, the platform is designed to reduce manual investigative work while improving the speed, scale, and quality of investigations related to crime, fraud, and public-sector compliance.
The company said public institutions across Europe face increasing pressure from more complex fraud and criminal activity while continuing to rely heavily on manual investigative processes and legacy software systems.
Avendar also emphasized the growing demand within Europe for sovereign and compliant AI infrastructure capable of supporting sensitive public-sector operations and investigations.
The company already works with organizations including the Dutch National Police and the Municipality of Amsterdam following pilot programs and implementations conducted through initiatives with the Dutch Ministry of Justice and Safety. Avendar said its platform supports applications including criminal investigations and Bibob screening processes.
According to the company, the new financing will also support scaling of its platform infrastructure as public institutions increasingly seek AI-enabled investigative tools capable of operating within evolving digital threat environments.
Prior to the seed round, Avendar received support from the Rabobank Innovation Loan, Brabant Startup Fund, and BIM Startersfonds.
