Babst Calland Appoints Theresa Davis As Associate In Harrisburg Office

Law firm Babst Calland announced that Theresa Davis has joined its Harrisburg office as an associate in the Employment and Labor and Public Sector groups.

Davis represents public and private employers across a broad range of labor and employment matters, including state and federal litigation involving employment claims, workplace compliance, and day-to-day advisory services. Her practice also includes representing municipal clients on a variety of legal and regulatory issues.

She has experience managing employment litigation matters from inception through resolution, including drafting pleadings, handling discovery, preparing dispositive motions, and developing position statements. Her work spans employment discrimination claims, grievance arbitrations, unfair labor practice matters, unemployment compensation hearings, and civil service proceedings.

In addition to litigation, Davis advises employers on workplace policies and compliance strategies, including employee discipline, internal investigations, terminations, and contract negotiations. She also drafts and reviews employment-related documents such as handbooks, contracts, and settlement agreements.

Davis brings public-sector experience, including work on Right-to-Know Law requests and appeals, zoning and land-use matters, and drafting ordinances and easements. She previously worked with the Pennsylvania Higher Education Assistance Agency, where she focused on legislative and regulatory initiatives affecting the student loan industry.

Prior to joining Babst Calland, she was an associate at Eckert Seamans Cherin & Mellott. She earned her law degree from Widener University Commonwealth Law School in 2022.

The appointment reflects Babst Calland’s continued expansion of its labor, employment, and public sector capabilities to support clients across both private and government-related matters.
