Balfour Beatty Names Emma Loxton As Chief Strategy Officer

Balfour Beatty has appointed Emma Loxton as Chief Strategy Officer, adding her to the international infrastructure group’s Executive Committee as it advances its Evolve, Energise, Explore growth strategy.

Loxton will join Balfour Beatty in October and report to Group Chief Executive Philip Hoare. She will lead the company’s strategy function and help shape and execute its long-term growth plans.

She joins from McKinsey & Company, where she spent more than a decade advising large industrial and infrastructure companies on strategy, transformation, and growth.

Loxton was a partner at McKinsey and most recently led its UK Advanced Industries and Transport & Infrastructure practices. Earlier in her career, she worked as a Senior Policy Advisor in the UK Government’s Prime Minister’s Strategy Unit.

At Balfour Beatty, Loxton’s strategy role will span the company’s operations across the UK, U.S., and Asia, with particular emphasis on priority markets including UK energy, UK transport, UK defense, and U.S. buildings.

The appointment comes as Balfour Beatty pursues its next phase of profitable growth in complex infrastructure. The company employs approximately 26,000 people and develops, builds, finances, maintains, and operates infrastructure across the UK, U.S., and Asia.
