Certerra Expands Texas Pavement Engineering Capabilities With HP2 Engineering Team Addition

Certerra, a provider of materials engineering and infrastructure support services, announced the expansion of its pavement and asphalt engineering capabilities in Texas through the addition of Stacy Rowh and the HP2 Engineering team. As part of the transaction, Certerra acquired the HP2 Engineering trade name and related intellectual property, strengthening its presence in one of the country’s largest transportation infrastructure markets.

The move comes as Texas continues to see significant investment in transportation and infrastructure projects. Certerra said the expansion will help the company meet increasing demand for specialized pavement engineering services while adding experienced leadership and technical expertise to its operations.

Stacy Rowh has joined Certerra as Vice President of Flexible Pavement Materials. In her new role, she will lead the development and growth of the company’s flexible pavement materials platform in Texas. Rowh previously founded and led HP2 Engineering and Testing, building the firm’s reputation for asphalt and pavement engineering services across the state.

Certerra said the addition of Rowh and the HP2 Engineering team enhances its ability to support both public and private sector clients with specialized asphalt and pavement engineering services. The company also noted the potential for these capabilities to support broader regional and national infrastructure initiatives over time.

The acquisition aligns with Certerra’s long-term growth strategy, which focuses on combining experienced leadership, specialized technical expertise, and geographic expansion. The company said investments in high-demand markets and service lines strengthen its ability to deliver engineering solutions for critical infrastructure projects.

Certerra provides technology-enabled testing, inspection, and certification services in materials engineering and earth sciences. Since 2021, the company has brought together 20 businesses into a national platform and now employs more than 1,800 engineers, technicians, and scientists across more than 50 offices and laboratory facilities.
