CHAMP Titles: $55 Million Raised To Build Digital Systems For Motor Vehicle Agencies

CHAMP Titles, a Cleveland-based provider of digital systems for U.S. motor vehicle agencies, announced it raised $55 million in new financing, marking its largest funding round to date and pushing total capital raised to more than $100 million.

The round was led by W. R. Berkley Corporation, Point72 Ventures, and ORIX Corporation USA, with participation from existing investors. CHAMP said the new funding will support expansion of its government-facing platform, CHAMPgov, which it positions as a modern replacement for legacy motor vehicle systems of record spanning title, registration, lien, driver’s license, and related agency functions.

CHAMP said it has expanded into new markets this year, including a contract with Louisiana covering both its Vehicle Services and Driver Services platforms, aimed at enabling an end-to-end digital DMV experience. The company also highlighted adoption of its digital title capabilities for intrastate and interstate transfers, as well as growing industry participation in its National Digital Titling Clearinghouse across dealers, insurers, lenders, and fleet operators.

According to CHAMP, more than 35 million Americans now have access to its technology through state contracts, and tens of millions of transactions have been processed on its platform. The company said its SaaS-based approach typically involves no upfront cost and often uses a pay-as-you-transact model.

CHAMP also pointed to third-party recognition as evidence of momentum, citing inclusion on the Inc. 5000 list and the Deloitte 2025 Technology Fast 500, along with workplace awards. It said its deployments can reduce processing timelines for titles, registrations, liens, and licenses from weeks to hours, while reducing reliance on paper-based documentation.

KEY QUOTES

“Demand for CHAMP has never been higher. We’re expanding at a remarkable pace and expect to grow materially again next year. The interest in what we are building has been extraordinary; this round was significantly oversubscribed, and we believe deeply in the scale of the opportunity ahead. Our inclusion on both the Inc. 5000 and Deloitte 2025 Technology Fast 500 rankings validates our momentum, and recognition as a 2025 Top Workplaces Award winner and one of Purpose Jobs’ Top Startups & Tech Companies to Watch 2026 demonstrates that the culture driving our growth is just as strong as the technology.”

“Put simply, we are the Netflix of this market, while much of the industry still operates like Blockbuster. The answer is already clear to our employees, state partners, system users, and investors, but the question for the market is this: do you want to own the future, or just rent the past?”

Shane Bigelow, Chief Executive Officer, CHAMP Titles

“CHAMP has demonstrated consistent execution and an ability to lead a complex digital transformation effort across the public sector. Their technology, operational excellence, and deep collaboration with state partners make CHAMP the clear national leader in digitizing motor vehicle services. We’re proud to continue supporting them as they advance this important work.”

Mike Nannizzi, Head of Venture Investments, W. R. Berkley Corporation

“CHAMP has developed a category-defining platform that is addressing fundamental pain points in one of the largest and most underserved areas of public infrastructure. The company’s patented electronic titling and lien solutions are proven, scalable, and reaching an inflection point in adoption as stakeholders across the motor vehicle value chain see real efficiency, security, and transparency gains. We are thrilled to partner with Shane and the CHAMP team as they continue to set the national standard for digital motor vehicle services.”
