Cowbell Launches OMNI AI Decision Intelligence System For Specialty Insurance

Cowbell has launched OMNI, an AI-native decision intelligence system designed to improve underwriting, claims, cybersecurity services, customer engagement and product development across its specialty insurance business.

Built on the Cowbell Platform, OMNI combines artificial intelligence, workflow orchestration and governance within a single operating system for insurance professionals.

The platform draws on Cowbell’s global risk pool, covering more than 55 million entities, and is intended to help employees make faster, more informed, and more consistent decisions throughout the insurance lifecycle.

Cowbell said OMNI has contributed to a 53% increase in new business since its rollout. The system has also reduced the company’s product deployment cycle from approximately eight months to as little as six weeks.

The first major use of OMNI focuses on underwriting high-volume, lower-premium excess and surplus insurance for small and medium-sized businesses.

Excess and surplus insurance covers risks that standard insurance carriers may be unwilling or unable to insure through the regulated admitted market. These policies are often used for unusual, complex or rapidly evolving exposures that require more specialized underwriting.

The market can be difficult to serve efficiently because insurers must carefully evaluate each risk even when the potential premium from an individual account is relatively modest.

Cowbell is addressing this challenge with specialized AI agents that work alongside human underwriters.

The agents analyze insurance submissions, gather internal and external information, evaluate risk signals, review whether a potential customer fits Cowbell’s underwriting criteria and generate coverage and pricing recommendations.

Cowbell said eligible non-admitted insurance quotes can be produced within minutes, compared with the days or weeks that may be required through traditional specialty insurance processes.

Human underwriters retain final decision-making authority. The company said this structure is designed to preserve professional judgment, transparency and governance while reducing the amount of manual work required for each submission.

OMNI uses bidirectional AI agents and smaller insurance-focused language models to collect information and coordinate workflows.

A bidirectional agent can exchange information with systems and users rather than simply receiving data and producing a one-time response. This allows the agent to request missing details, update its analysis and route work to the appropriate person or system.

Small language models are narrower AI systems designed for more specialized tasks. They may require fewer computing resources and can be easier to control than larger general-purpose models when used for specific insurance processes.

Cowbell described the resulting process as a low-touch underwriting model. The objective is not to eliminate underwriters but to reduce repetitive work and give them decision-ready information.

OMNI is organized around three foundational capabilities: intelligence, orchestration and governance.

The intelligence layer uses specialized AI agents and insurance-specific language models to support underwriting, claims, cybersecurity services, customer engagement and business development.

The orchestration layer connects workflows across Cowbell’s systems. It automates routine activity, routes tasks to specialized agents and compresses processes that previously required days into significantly shorter timeframes.

The governance layer provides monitoring and control over AI-assisted decisions.

Cowbell’s Bellwether capability measures AI adoption, operational performance and business outcomes. It is intended to help the company determine whether its AI systems are producing useful, transparent and measurable results.

Observability is particularly important in insurance because decisions about pricing, coverage and claims may need to be reviewed by employees, regulators, brokers or policyholders.

An AI-generated recommendation must therefore be accompanied by enough information for a human professional to understand how the system reached its conclusion.

Cowbell said OMNI can support claims advisors by accelerating claims handling, assist cybersecurity specialists with risk recommendations and help customer service teams provide more responsive support.

The system also supports Cowbell’s product development teams.

By reusing underwriting intelligence, modular product components and governed AI workflows, Cowbell can introduce products more quickly while maintaining consistent standards.

The company’s recent launch of Prime One for the U.S. middle market demonstrates how OMNI can be used to develop and deploy a new specialty insurance offering.

Cowbell said reducing its product launch timeline to six weeks could help it respond more quickly to emerging risks, changing customer needs and new geographic opportunities.

The platform is also supporting Cowbell’s expansion across North America, Europe and the Asia-Pacific region.

OMNI allows the company to share underwriting expertise, claims information and cyber-risk intelligence across markets while adapting workflows to local regulations and insurance requirements.

Cowbell plans to deploy OMNI progressively across its operations. Brokers, policyholders, underwriters, claims professionals, cybersecurity advisors and business partners are expected to interact with the system through the Cowbell Platform and connected AI tools.

The company is positioning OMNI as an operating model for specialty insurance rather than a standalone chatbot or employee assistant.
