CRISP Shared Services and CRISP have appointed David Hale as General Counsel, adding an executive with more than 25 years of experience across healthcare, financial services, technology, privacy, and private legal practice.
Hale will lead the legal function for both organizations and advise their executive leadership teams and boards on governance, regulatory compliance, privacy and security, and enterprise risk.
CRISP Shared Services, also known as CSS, is a nonprofit organization that provides health infrastructure and data exchange technology across the United States.
CRISP is Maryland’s state-designated health information exchange and Health Data Utility, supporting the exchange of clinical and other health information among healthcare organizations.
Hale’s appointment brings additional legal and privacy experience to the organizations as they expand the infrastructure used to exchange sensitive healthcare information across multiple jurisdictions.
His background includes building legal and privacy programs within highly regulated industries where organizations are required to balance data access, cybersecurity, regulatory compliance, and operational needs.
Before joining CSS and CRISP, Hale served as General Counsel and Chief Privacy Officer at Minty, a technology company.
He previously served as Deputy General Counsel and Chief Privacy Officer at TD Ameritrade, the former Fortune 500 financial services company that served more than 13 million clients.
That role provided experience overseeing privacy and legal issues within a large regulated organization handling substantial volumes of sensitive customer and financial information.
Hale also led the Privacy and Data Security practice at Brownstein Hyatt Farber Schreck.
At the law and government relations firm, he advised healthcare organizations, business associates, and other regulated entities on privacy, security, and compliance matters.
His experience across technology, finance, and healthcare aligns with the legal and governance requirements surrounding modern health information exchanges, where organizations frequently manage highly sensitive information across different technology environments and regulatory frameworks.
At CSS and CRISP, Hale will help oversee legal strategy as the organizations continue expanding their technology, data exchange, and interoperability capabilities.
CRISP Shared Services operates a cloud-native platform providing shared technical infrastructure, applications, and data exchange services designed to support the secure flow of health information.
CSS currently serves organizations across about a dozen U.S. states and territories, providing technology, governance, and strategic support for health information exchange programs.
The organization works with partners to support the exchange and use of health data across healthcare systems, government agencies, and other participants in regional health information networks.
CRISP, meanwhile, serves as a regional health information exchange in Maryland and five additional states through shared services partnerships.
Maryland’s Health Care Commission has formally designated CRISP as the state’s health information exchange.
The organization also serves as Maryland’s Health Data Utility, a role that involves developing technology and infrastructure capable of supporting the exchange of both clinical and non-clinical datasets.
These capabilities can support population health initiatives, public health reporting, and information exchange among healthcare providers and other stakeholders.
Hale’s responsibilities will therefore extend across areas including patient data privacy, cybersecurity requirements, governance structures, regulatory obligations, vendor relationships, and enterprise risk management.
His appointment comes as healthcare organizations increasingly depend on interoperable data infrastructure to connect hospitals, physicians, public health agencies, insurers, and other participants in the healthcare system.
Hale is a Fellow of Information Privacy with the International Association of Privacy Professionals and a Ponemon Institute Fellow.
He is also a member of the Maryland and New York bars.
Hale earned his Juris Doctor from George Washington University Law School and his bachelor’s degree from Rice University.
