Cartridge Technologies has announced the acquisition of Data Conversion Laboratory, a provider of structured data and content transformation services with more than four decades of experience serving publishers, life sciences organizations, government agencies, defense contractors, and Fortune 500 enterprises. The acquisition accelerates CTI’s strategy to build a comprehensive platform across the data and information management lifecycle. Financial terms were not disclosed.
Founded in 1981, DCL has built deep expertise in transforming unstructured content into structured, standards-compliant data powering modern publishing, regulatory submissions, and AI applications. The company serves more than 250 clients annually with proficiency across XML, DITA, S1000D, MIL SPECs, JATS/BITS, SPL, JSON, and other industry-critical standards. DCL’s capabilities in content transformation, data enrichment, and structured content delivery extend CTI’s platform into the heart of an opportunity the acquirer said is only growing as organizations work to make content AI-ready.
DCL founder and President Mark Gross will remain with the organization to support integration and ensure continuity of client service. The company’s executive team, including Amy Williams as EVP and COO and Tammy Bilitzky as CIO, will continue in their current roles, with day-to-day operations, client teams, and project delivery remaining unchanged.
Founded in 1991 and headquartered in Rockville, Maryland, CTI provides print, document, and data and information management solutions to U.S. federal agencies and enterprise clients and is building a broader platform across the data lifecycle through strategic acquisitions.
Support: Oberon Securities served as the exclusive financial advisor to DCL in connection with the transaction.
