CVRD Health announced a $5 million seed funding round led by Upfront Ventures, with participation from Waterline Ventures and Distributed Ventures. The company said the funding will support platform development, expansion of its compliance and member advocacy teams, and broader adoption of its benefits management platform among federal government contractors nationwide.
The CVRD Health platform is focused on modernizing how federal contractors manage health and welfare benefits under regulations, including the Service Contract Act (SCA), Davis-Bacon Related Acts (DBRA), and prevailing wage laws. According to the company, federal contractors are required to provide workers with both base wages and fringe benefit allowances that can be used for healthcare, retirement, paid leave, life insurance, and disability coverage.
CVRD said the federal government spends more than $773 billion annually on contracts with private companies, employing millions of workers across federal buildings, military bases, courthouses, veterans’ hospitals, and government agencies. The company argues that traditional health plans often exceed the fringe allowance available to contractors, forcing employers to absorb additional costs while workers have limited flexibility in benefits.
The company’s platform gives contractors real-time visibility into benefit obligations, spending, and reimbursement status, helping ensure fringe benefit dollars are fully recovered. CVRD also provides benefits administration through an Individual Coverage Health Reimbursement Arrangement (ICHRA), enabling employees to select healthcare coverage tailored to their individual needs using tax-free funds. In addition, workers are paired with dedicated member advocates for plan selection assistance and ongoing support.
CVRD said contractors using the platform can recover 100% of their benefits spend while remaining compliant with federal regulations and prevailing wage requirements. The company highlighted customer Aptive Resources as an example, stating the contractor saved more than $500,000 in its first year after switching to CVRD, including a 52% reduction in average premiums and a 30% decrease in monthly employer contributions.
