The U.S. Department of Defense announced a series of major contract awards, led by a $9.69 billion blanket purchase agreement awarded to Dell Federal Systems for Microsoft software licensing, cloud subscriptions, and Software Assurance across the Department of War (DOW), the Intelligence Community, and the Coast Guard.
The Dell Federal Systems agreement is a second-generation Department of War Enterprise Software Agreement (ESA II) designed to streamline and consolidate software procurement across defense organizations. The contract covers Microsoft software licenses, Microsoft 365 subscriptions, Software Assurance, and limited Microsoft Azure capabilities to support cloud migration efforts. The agreement is intended to support the military’s continued reliance on Microsoft products such as Windows Enterprise and Office Professional Plus while expanding access to cloud and hybrid infrastructure capabilities. The Naval Information Warfare Center Pacific serves as the contracting activity.
Among the other major Navy awards, The Boeing Company received an $854.7 million contract modification for the production and delivery of four P-8A Lot 13 maritime patrol aircraft for Foreign Military Sales customers. The modification also funds engineering work related to manufacturing shortages, software integration, and hardware upgrades supporting both U.S. Navy and international operators. Work is expected to continue through September 2030.
Fuse Integration secured a $96.1 million award for the production, engineering, testing, and delivery of KRAKEN systems and CORE 5 network controller kits supporting Beyond Line of Sight mesh networking capabilities. The systems are designed to enhance tactical communications through Tactical Edge Network for Targeting in a Contested Long-Range Environment architecture.
Additional Navy awards included a combined $67.8 million contract modification for AMP United, International Marine and Industrial Applicators, and Q.E.D. Systems to extend submarine preservation and maintenance services through December 2026. Amentum Technology received a $50.2 million contract modification for base operations support services at Naval Submarine Base Kings Bay in Georgia, bringing the total value of that contract to more than $303.5 million.
The Navy also awarded a $35 million modification to a group of construction joint ventures, including AN41-AAK JV, DSQ-API JV, Hawk-Niking, Tokunaga-Elite, and Warfeather-GM, for construction, repair, alteration, and demolition projects across Hawaii-based naval facilities.
For the Army, Stantec-JMT JV was awarded a $150 million architect-engineer services contract supporting coastal storm risk management projects for the Charleston Peninsula in South Carolina. The contract has an estimated completion date of May 2035.
KBR Services received a $21.3 million modification supporting Army Prepositioned Stocks-3 logistics operations at Joint Base Charleston, increasing the cumulative contract value to approximately $560.6 million. Torch Technologies secured a $17 million modification to provide technical services support for the Aviation Mission Systems and Architecture Project Management Office at Redstone Arsenal.
The Air Force awarded International Business Machines Corporation a $46.2 million modification for advisory and assistance services focused on resource allocation and civil engineering program optimization. The award increases the total contract value to approximately $155.5 million.
The Defense Logistics Agency also announced several supply chain contracts. North End Group received a contract worth up to $69 million for military trousers, while Heartland Manufacturing secured a contract worth up to $16.1 million for men’s long-sleeve dress shirts serving Air Force and Coast Guard customers.
In addition, the Defense Logistics Agency corrected a previously announced award to Reinhart Foodservice, stating that the contract value announced on May 22, 2026, should have been $150.2 million rather than the originally reported $75.1 million.
