The U.S. Department of War has made a $35.6 million strategic equity investment in Trilogy Metals through the Industrial Base Analysis and Sustainment program to support the development of copper, cobalt, germanium, and other critical mineral resources in Northwest Alaska.
The investment gives the U.S. government a 10% direct ownership stake in Trilogy Metals along with penny warrants representing another 7.5%, resulting in a combined government economic position of 17.5%.
Proceeds will support exploration, engineering and infrastructure development at the Upper Kobuk Mineral Projects, or UKMP.
The district-scale mineral portfolio is operated through Ambler Metals, a 50-50 joint venture between Trilogy Metals and South32.
The investment is aimed at strengthening domestic supplies of materials used across national defense systems, electrical infrastructure, data centers and advanced electronics.
The transaction follows the revival and approval of the Ambler Road Project, a proposed 211-mile industrial access road connecting the Dalton Highway with the remote UKMP mining district.
According to the Department, the infrastructure project could create more than 2,730 construction jobs and 500 long-term mining jobs in Alaska while generating more than $1.1 billion in state revenue.
Development of the mineral district could also support downstream smelting, refining and manufacturing activity across Arizona, Utah, Texas, Ohio and Pennsylvania.
UKMP includes the Arctic volcanogenic massive sulfide deposit, which the Department describes as one of the world’s highest-grade undeveloped copper deposits.
The neighboring Bornite project contains additional copper, cobalt and germanium resources.
For the U.S. government, taking a direct equity position alongside warrants ties its critical-mineral strategy more closely to the potential long-term economic value of the underlying project rather than relying solely on grants or procurement commitments.
