DP World And EBRD Sign €25 Million Green Loan For Constanța Terminal

DP World and the European Bank for Reconstruction and Development announced a loan agreement of up to €25 million to support the electrification of operations at DP World’s Constanța South Container Terminal in Romania.

The financing represents the terminal’s first dedicated green loan and forms part of a broader €100 million investment program expected to reduce CO2 emissions by more than 6,000 tonnes per year.

The electrification program combines the EBRD loan with a €19.7 million grant under the European Union’s Alternative Fuels Infrastructure Facility, part of the Connecting Europe Facility, with the EBRD acting as the EU’s implementing partner, along with €7.5 million in funding under Romania’s Transport Programme 2021-2027. The investment is structured in two components: a €53.8 million component establishing core electrification infrastructure, including new electrical networks, transformer and distribution facilities, shore power systems for vessels at berth, a new connection to the main port power station, rehabilitated access roads, and 10 electric terminal tractors with chargers; and a €46.2 million component covering equipment including electric, remote-operated rubber-tyred gantry cranes, two electric mobile harbour cranes, and additional electric terminal tractors.

The project follows a series of recent investments by DP World in Constanța, including a new project cargo terminal and roll-on/roll-off terminal opened in 2024 following a €65 million investment, and a 119,000 square meter multimodal platform completed in December 2025. DP World said these investments have strengthened the terminal’s role as a gateway between Central Europe, the Black Sea region, Ukraine, Georgia, and Moldova.
