Duncan Solutions completed the sale of Pioneer Credit Recovery, concluding a series of divestitures designed to transform the company into a standalone transportation revenue cycle management technology platform.
The Pioneer sale follows earlier divestitures of Pioneer Customer Experience and Gila during 2026.
Together, the transactions complete Duncan’s transformation into a pure-play provider of transportation revenue management technology for state and local governments.
Duncan provides citation and violation processing, registered-owner identification, customer engagement, payment processing, revenue recovery, and analytics across parking, tolling, and camera enforcement.
The company’s core technology platform is MöbiHUB, a proprietary cloud- and AI-native smart mobility and violation management system launched in 2026.
MöbiHUB connects enforcement, processing, customer engagement, and reporting in a single operating environment.
Duncan, Pioneer, PCX, and Gila were acquired by affiliates of Gallant Capital Partners in February 2025 through a carve-out of Navient’s Government Services business.
Since the acquisition, Duncan has separated from legacy Navient shared services, established standalone infrastructure, strengthened its leadership team, migrated core technology to AWS, and launched MöbiHUB.
Following the Pioneer divestiture, Duncan’s operations, leadership, technology investments, and go-to-market strategy are focused exclusively on transportation revenue management.
