Enlightenment Capital has made a strategic investment in Quorum, an AI-powered government affairs software provider used by more than 2,000 organizations. Financial terms of the transaction were not disclosed.
Quorum serves customers ranging from large corporations and small and midsized businesses to trade associations, nonprofits and government agencies. The company said more than half of the Fortune 100 use its platform.
The investment will support Quorum’s product roadmap and the expansion of its agentic AI capabilities. Enlightenment Capital also plans to help the company strengthen its position within the government affairs technology market.
Quorum provides a single platform for legislative tracking, stakeholder engagement, grassroots advocacy, political action committee management and AI-powered policy intelligence. The system is designed to replace disconnected research, monitoring and outreach tools with a coordinated government affairs workflow.
Government affairs teams use the platform to monitor policy developments and assess how legislative or regulatory changes could affect their organizations. Quorum also helps users manage relationships with policymakers, organize advocacy campaigns and track interactions across different jurisdictions.
The company’s AI tools are intended to identify policy risks, summarize complex information and prioritize potential actions. These capabilities can help government affairs professionals process large volumes of legislative, regulatory and stakeholder data more quickly.
Agentic AI refers to systems that can perform multistep tasks with a degree of autonomy rather than only responding to individual prompts. Within Quorum’s platform, these tools could help teams move from monitoring policy developments to recommending and executing coordinated advocacy activities.
Quorum’s platform covers federal, state, local, school board, European Union and international policy environments. The company combines its policy datasets with AI tools, including its Quincy product, to help customers make decisions and pursue policy objectives.
The investment gives Quorum additional resources to accelerate product development and strategic expansion. The company plans to build more purpose-specific intelligence tools for government affairs professionals rather than offering general-purpose AI features.
