Forerunner: Govtech Platform Raises $39 Million To Build A System Of Record For The Built Environment

Forerunner, an AI-powered platform designed to help government agencies manage the built environment, has secured $39 million in funding to expand beyond floodplain management and deepen its role across core public-sector operations. The raise includes a recently closed $26.3 million Series B led by Wellington Management and a previously unannounced $12.7 million Series A led by Union Square Ventures. The Series A also included participation from Gutter Capital and Bright Ventures, while the Series B added SE Ventures and Citi Impact Fund. All existing investors returned for both rounds.

The company is positioning its software as a unified, geospatial system of record that consolidates the data and workflows governments use to manage infrastructure, enforce building and safety rules, administer grants, and improve public transparency. The financing is intended to accelerate product development, team growth, and partnerships across local, state, and other levels of government, as agencies face rising climate and hazard risks while still relying on fragmented and often outdated tools.

Forerunner argues that the stakes for operational modernization are climbing as communities confront extreme flooding, unsafe buildings, and aging infrastructure. In that context, the company says it replaces legacy systems and disconnected point solutions with a single platform that centralizes geospatial data, workflow automation, document processing, field operations, public-facing engagement, and reporting.

Key functions described by the company include a map-driven searchable source of truth for properties and assets, structured approvals with role-based assignments and automated checks, AI-enabled extraction and validation of information from documents to create audit-ready records, mobile tools with offline support for field work, configurable public websites for resident visibility and submissions, and flexible reporting views for filtering and analysis across records and workflows. The pitch is that unifying these capabilities reduces IT overhead, standardizes processes across departments, and supports faster decision making and preparedness.

Forerunner says it now works with more than 190 city, county, and state-level agencies in the United States, spanning 26 states, with adoption accelerating in operational areas such as stormwater, code enforcement, and infrastructure management. With the new funding, the company plans to broaden product capabilities, hire, and deepen government partnerships, emphasizing technology infrastructure that supports resilience planning and resident-facing transparency.
