Gusto: Mosey Acquisition Expands Payroll Platform Into Full Small Business Compliance Management

Gusto announced it has acquired Mosey, a move that broadens its platform beyond payroll and HR into end-to-end compliance management for small businesses.

The acquisition integrates Mosey’s capabilities directly into Gusto’s platform, enabling businesses to manage state and local registrations, filings, renewals, and ongoing compliance requirements in one place. Gusto, which serves more than 400,000 small businesses, is positioning the combined offering as a unified system to simplify regulatory obligations that often slow growth.

Compliance remains a significant burden for small businesses in the United States. Companies with fewer than 50 employees incur roughly $14,700 in compliance costs per employee annually, about 20% higher than those with dedicated legal teams. More than half of small business owners report that compliance challenges negatively impact their ability to grow.

The complexity increases as businesses expand across state lines. Hiring employees in new states can trigger requirements spanning unemployment insurance, workers’ compensation, paid leave filings, tax obligations, and state registrations. At the same time, regulatory demands continue to grow, with thousands of new laws introduced annually and compliance notices often sent through outdated physical channels.

Mosey was founded by Alex Kehayias to address these challenges after experiencing compliance issues firsthand as a business owner. The platform uses AI to automate compliance workflows and guide companies through regulatory requirements.

Following the acquisition, Gusto plans to roll out expanded compliance features, including business registrations, entity management, filings and renewals, agency mail handling, and real-time updates on new regulatory obligations as companies grow. The company expects to launch its integrated compliance solution later this year.
