Harbor Health: $130 Million Raised For Expanding Insurance Plans

Harbor Health, a Texas-based primary and specialty care provider that also operates as a health insurer, has raised $130 million in new funding to accelerate its growth. The round was co-led by existing investors General Catalyst, 8VC, and Alta Partners, with additional support from DFO Management, the Dell family office, and other returning backers.

The funding will allow Harbor Health to broaden its reach in several key areas. On the insurance side, the company will continue offering quotes for large employer health plans in Central Texas and, starting in November 2025, will launch fully insured individual and family plans on the federal healthcare marketplace. This expansion aims to give both employers and individuals more affordable, coordinated care options that integrate directly with Harbor Health’s clinical services.

The company also plans to expand its physical presence, adding more clinics to its network and introducing new specialty service lines. These will include rheumatology, dermatology, cardiology, endocrinology, and mental health—areas where patient demand is rising and access can be limited. Harbor Health’s model connects each member to a dedicated care team and personalized care pathways, designed to improve outcomes while reducing the financial and logistical burdens often associated with navigating the healthcare system.

Since its founding, Harbor Health has grown rapidly, now serving more than 50,000 people in Central Texas. It has expanded from three clinic locations in 2022 to 11, including three Express Care sites with extended hours, as well as two mobile clinics and an infusion center. The company reports a net promoter score of 90, indicating patient satisfaction, and claims it can deliver health plans at 10% to 20% lower cost than traditional options while offering richer benefits.

By combining insurance coverage with a physician-led, condition-specific care model, Harbor Health positions itself as a “pay-vider”—a hybrid of payer and provider—focused on aligning incentives for better health outcomes.
