Harbor Health has agreed to acquire 27 Village Medical clinics across Greater Houston, significantly expanding the Texas-based company’s combined healthcare delivery and insurance platform.
The transaction is expected to close by the end of 2026. Following completion, Houston will become the fifth Texas market where Harbor both provides healthcare services and offers health insurance, joining Austin, Dallas, San Antonio and El Paso.
Harbor expects to operate nearly 70 clinics following the transaction and more than double its number of physicians and advanced practice providers across Texas.
The acquired Village Medical locations serve Harris, Montgomery, Fort Bend and Brazoria counties.
The clinics will join the Harbor Health Insurance Company provider network but continue operating under the Village Medical brand.
Existing patients will not need to take action as a result of the ownership change, and the clinics are expected to continue accepting their current insurance plans.
Harbor plans to use Village Medical Houston as the primary care home for members selecting Harbor insurance plans in the Houston market.
Harbor’s plans have no deductible, and when a member begins care with a Harbor clinician and receives a referral to a specialist, the referred care is covered at $0.
The company currently offers large-employer plans across 29 Texas counties representing more than 22 million residents.
Individual and family enrollment for 2027 coverage is scheduled to open November 1 through HealthCare.gov in 13 of those counties, with coverage beginning January 1.
KEY QUOTES:
“We started Harbor because we believe people deserve a better health care system and at the center of that is a company that is accountable for keeping you healthy. Village Medical Houston’s clinicians have spent years changing how care is practiced. When we set out to build the best payvider in Texas, Houston was always central to it. Together, Houstonians have a new company that delivers their care, pays for it, and answers for both.”
Tony Miller, Co-Founder and CEO of Harbor Health
“Making health care affordable is essential and that means having coverage that enables people to invest in health. When the people responsible for a person’s health also help shape what their coverage pays for and when, it becomes easier for people to get the care we know works and to avoid waste.”
Dr. Clay Johnston, Co-Founder and Chief Innovation Officer of Harbor Health
“I grew up in Houston, and I spent nearly three years working at Village Medical, so I know many of these clinicians and care teams and the quality of care they deliver. Harbor was built around clinicians, and adding this team makes us stronger. To everyone joining us: welcome. We are excited to build with you.”
