Heathos provides a unified insurance technology and services ecosystem that streamlines enrollment, billing, and claims processing to help carriers and agencies scale their operations. Pulse 2.0 interviewed Heathos CEO Todd Baxter to learn more.
Todd Baxter’s Background

Could you tell me more about your background? Baxter said:
“I’ve always been drawn to work that sits at the intersection of people and service. Early in my career, I saw how much impact great infrastructure and thoughtful leadership can have on both customers and teams. I spent years building and supporting businesses across operations, services, and technology, learning what it really takes to deliver consistent, high-quality consumer experiences at scale.”
“As I worked more closely with independent insurance agencies, carriers, and administrators, I began to notice a recurring pattern. The people in this industry care deeply about their clients, but they are often forced to operate within systems that make their jobs harder than they need to be. The individual insurance market, in particular, felt fragmented and overly complex. That disconnect stuck with me and ultimately shaped my belief that the industry didn’t need more effort; it needed better alignment and better tools.”
Formation Of The Company
How did the idea for the company come together? Baxter shared:
“Heathos was born out of a series of moments rather than a single one. I kept hearing the same frustrations from agency owners who were trying to grow their businesses while managing multiple platforms, vendors, and compliance requirements. They were doing everything they could to serve their clients well, yet the lack of connection between systems constantly hindered their efforts.”
“At some point, it became clear that this wasn’t just an operational issue. It was holding agencies back from building the kind of customer-first experiences they wanted to deliver. I realized there was an opportunity to rethink how the infrastructure behind independent agencies worked. Heathos was created to bring those fragmented pieces together into one cohesive ecosystem, simplifying the back office so agencies can stay focused on relationships, trust, and long-term growth.”
Favorite Memory
What has been your favorite thing to witness working for the company so far? Baxter reflected:
“Seeing agencies utilize our platform to expand what they can offer without sacrificing integrity. Seeing them be able to meet each and every customer where they are in life with quality products that meet their needs, and then evolve with those customers over time through other stages of their lives. When agents tell us they finally feel supported instead of pressured, and that they can spend more time advising instead of managing chaos, that’s incredibly rewarding.”
Core Products
What are the company’s core products and features? Baxter explained:
“Heathos is an ecosystem built around independent agencies. At its core, we deploy a B2B2C (business to business to consumer) model with the consumer at the center of our focus. We provide integrated enrollment and billing administration and support, claims processing and support, access to quality products from top rated carriers for our agencies, and operational intelligence through Heathos Pulse. Together, these tools give agencies visibility, structure, and confidence across the lifecycle of serving a client.”
Challenges Faced
Have you faced any challenges in your sector recently, and how did you overcome them? Baxter acknowledged:
“The biggest challenge has been navigating constant market and regulatory change while maintaining clarity and compliance for agencies. We’ve addressed this by developing real-time data visibility, compliance guardrails, and education directly into our platform so agencies can adapt quickly without guesswork.”
Evolution Of The Company’s Technology
How has the company’s technology evolved since launching? Baxter noted:
“We started by solving core operational pain points, then expanded into deeper intelligence and insight. Today, our platform helps agencies understand not only what they can do but also how they are performing, where risks exist, and how to improve outcomes over time. It has evolved from tools into a true operating system.”
Significant Milestones
What have been some of the company’s most significant milestones? Baxter cited:
“Launching the Heathos ecosystem, expanding into additional product lines, including senior markets and life insurance, and rolling out Heathos Pulse have all been major milestones. Another key moment has been earning trust from agencies that choose to consolidate their operations onto our platform.”
Customer Success Stories
Can you share any specific customer success stories? Baxter highlighted:
“We’ve seen agencies use Heathos to expand product offerings, improve retention, and create more consistent client experiences without adding operational burden. In many cases, agencies that were once limited to a narrow set of options are now able to serve clients across different life stages through one trusted relationship.”
Total Addressable Market (TAM)
What total addressable market size is the company pursuing? Baxter pointed out:
“We are focused on the independent insurance distribution market serving the individual consumer, which represents a significant and growing portion of the major medical, supplemental, and senior insurance landscape. As agencies continue to move away from fragmented solutions, the opportunity for a unified platform like Heathos continues to expand.”
Differentiation From The Competition
What differentiates the company from its competition? Baxter affirmed:
“Most competitors focus on a single part of the value chain. Heathos combines multiple functions into one connected ecosystem. We do not sell policies, steer products, or compete with agencies. Our role is to support them with a neutral infrastructure so they can deliver tailored guidance and better outcomes.”
Future Company Goals
What are some of the company’s future goals? Baxter emphasized:
“We plan to continue expanding the ecosystem, deepening our intelligence layer, and helping agencies serve clients across more products and life stages. Our long-term goal is to be the trusted operating backbone for independent insurance distribution.”
Additional Thoughts
Any other topics you would like to discuss? Baxter concluded:
“I’d welcome the opportunity to discuss how the role of independent agents and agencies is evolving, why human guidance still matters in a digital world, and how improved infrastructure leads to better consumer experiences without sacrificing compliance or trust.”
