Defense Counterintelligence and Security Agency awarded ICF a position on a new multiple-award blanket purchase agreement with a ceiling value of $800 million to support digital modernization of the National Background Investigation Services systems.
The five-year agreement enables ICF to compete for task orders to deliver end-to-end software engineering and modernization services aimed at enhancing the performance, scalability, and security of NBIS, a critical platform used by the U.S. government for workforce vetting and continuous evaluation.
Under the BPA, ICF will provide services spanning the full lifecycle of system modernization, including cloud-native architecture, zero trust security frameworks, open-source technologies, agile DevSecOps practices, artificial intelligence, and automation. The effort is designed to strengthen mission-critical infrastructure and improve user experience while accelerating operational outcomes for the agency.
NBIS plays a central role in national security by enabling faster and more efficient background investigations and ongoing personnel assessments. The modernization initiative is expected to improve system reliability, increase scalability, and enhance cybersecurity protections across the platform.
