ITpipes Secures Strategic Growth Investment From Luminate Capital Partners

ITpipes has received a strategic growth investment from Luminate Capital Partners to accelerate product development and expand its use of artificial intelligence across sewer and stormwater pipe inspection. Financial terms of the transaction were not disclosed.

ITpipes provides pipe inspection software used by more than 300 utilities, municipalities and CCTV contractors across the U.S. and Canada.

The platform is built on Esri ArcGIS and aligned with NASSCO PACP, MACP and LACP standards.

ITpipes plans to use Luminate’s investment to further develop AiDetect and broader capabilities for collecting, managing and analyzing underground infrastructure condition data.

AiDetect uses artificial intelligence to help identify defects found during pipe inspections.

ITpipes said the system achieves 97% defect-detection accuracy and reduces coding and quality assurance time by at least 50%.

Results are reviewed by NASSCO-certified experts.

The company plans to expand beyond AI-assisted defect coding toward a broader system of record that combines inspections, defect information and asset history to support maintenance planning, prioritization and capital allocation.

The investment comes as utilities face aging infrastructure and significant capital requirements.

ITpipes cited the American Society of Civil Engineers’ 2025 Report Card, which assigned U.S. wastewater infrastructure a D+ and estimated an annual capital investment gap of approximately $69 billion.

Lincoln International provided M&A advisory services to ITpipes shareholders, while Holland & Knight provided legal advice.

Kirkland & Ellis advised Luminate.

KEY QUOTES:

“For fifteen years, utilities and contractors have trusted ITpipes with the condition data behind their rehabilitation and capital decisions, and that trust is the foundation our AI is built on. AiDetect works because it’s trained on real inspection data and checked by NASSCO-certified experts, not because it’s the newest thing on the market. Partnering with Luminate lets us build faster for the cities, counties, and contractors who count on us, with the same reliability that earned their trust.”

Ned Bebawy, CEO of ITpipes

“ITpipes has earned something rare in this market: the trust of the utilities, municipalities, and contractors who depend on accurate inspection data every day. Ned and the team have paired that reputation with real product innovation, including AiDetect, and we’re excited to partner with them to build the tools their customers need, reliable, easy to use, and grounded in how the work actually gets done.”
