JLL To Market 892,546-Square-Foot Quarry Innovation Center On San Francisco Peninsula

JLL has been selected by Orchard Partners to market Quarry Innovation Center, a planned 892,546-square-foot advanced manufacturing and R&D campus in Brisbane, California, that would transform one of Northern California’s oldest operating quarries into a large-scale facility for next-generation manufacturing.

The project is planned for approximately 61.4 acres at 1 Quarry Road and would add nearly 900,000 square feet of advanced manufacturing capacity to the San Francisco Peninsula. JLL said it is currently the only planned new industrial construction in the Peninsula development pipeline. 

Orchard Partners designed Quarry Innovation Center, or QIC, to accommodate companies moving from research and development into scaled manufacturing without requiring those activities to be separated among multiple facilities.

The proposed two-level building would bring R&D, innovation, production, and light fabrication together at the same site.

Plans include 32-foot and 36-foot clear heights, tractor-trailer access to both levels, freight elevators, 12 dock-high doors, two grade-level doors, and approximately 1,769 vehicle parking spaces.  

The facility could support either a single large occupier or multiple tenants depending on demand.

One of the most notable components of the project is its planned power infrastructure.

QIC is expected to have 49 megawatts of power supplied by PG&E and supported by an on-site substation, giving the development capacity for power-intensive manufacturing equipment, robotics, automation, and other sophisticated production technologies. 

Despite the large power commitment, the developers emphasized that Quarry Innovation Center is not intended to be a data center.

The 49 MW capacity is specifically being planned around advanced manufacturing operations, where increasingly automated production equipment and specialized industrial systems can create significant electricity requirements.

The additional capacity is also intended to give future tenants room to expand operations and introduce more advanced production technologies over time. 

The project represents a redevelopment of previously disturbed quarry land rather than development across the entire property.

Approximately 61 acres would be used for the campus, while another 82 acres would be preserved permanently as open space.

Orchard Partners said the design is intended to balance environmental stewardship and land conservation with growing demand for industrial infrastructure capable of supporting technology-driven manufacturing.  

The development comes as modern manufacturing space becomes increasingly limited across the San Francisco Peninsula.

According to JLL research, 77% of Mid-Peninsula industrial inventory was constructed before 1980, while millions of square feet of industrial space have been lost to redevelopment since 2000.

Quarry Innovation Center would introduce nearly 900,000 square feet of new supply into that constrained market. 

The property is also positioned near major transportation infrastructure.

QIC would be located 3.2 miles from U.S. 101 and minutes from San Francisco International Airport and downtown San Francisco, providing potential tenants with access to the broader Bay Area technology and manufacturing ecosystem.

JLL and Orchard Partners are targeting companies that need infrastructure supporting the transition from product development into physical manufacturing.

That could include businesses using advanced robotics, automation, specialized production equipment, and other technologies requiring significantly different facilities from conventional office or warehouse space.

JLL executives assigned to the project include Jason Ovadia, Head of U.S. Industrial Agency for Leasing Advisory; Greg Matter, Vice Chairman; Jason Cranston, Senior Managing Director; and Patrick Murdock, Senior Vice President.

Ware Malcomb is serving as project architect, while DevCon is the general contractor. 

The project adds to JLL’s broader industrial leasing and advisory business.

JLL generated $26.1 billion in annual revenue and operated across more than 80 countries with over 112,000 employees as of June 30, 2026. 

For Orchard Partners, Quarry Innovation Center represents an effort to create manufacturing infrastructure capable of keeping more technology development and production within the Bay Area rather than forcing growing companies to move manufacturing elsewhere as they scale.
