Markus Rauschecker Named Chair Of Maryland Cybersecurity Council

By Amit Chowdhry ● Nov 17, 2025

Markus Rauschecker, Executive Director of the University of Maryland Center for Cyber, Health, and Hazard Strategies, has been elected Chair of the Maryland Cybersecurity Council. He succeeds Maryland Attorney General Anthony Brown and will serve a two-year term guiding the state’s cybersecurity advisory body as Maryland navigates increasing digital threats and emerging technologies.

The Council, created in 2015 by the Maryland General Assembly, coordinates statewide cybersecurity strategy across government, infrastructure, business, and the public. With more than 30 representatives from government agencies, higher education, nonprofit organizations, and private industry, the Council examines threats and develops recommendations aimed at protecting Maryland’s digital ecosystem. Its five subcommittees address Digital Rights, Trustworthy AI, and Cybercrime; Critical Infrastructure Protection; State and Local Government Cybersecurity; Education and Workforce Development; and Economic Development.

State lawmakers expanded the Council’s responsibilities this year to include artificial intelligence and quantum computing. These areas are seen as increasingly consequential to Maryland’s workforce, economy, and long-term security posture.

Rauschecker has long worked in cybersecurity policy and resilience planning, both within Maryland and at the national level. His appointment comes at a time when technological change is intensifying risk and placing greater emphasis on coordinated preparedness across sectors.

Whether we are strengthening the defenses of our electric and water utilities, advising policymakers on the responsible use of artificial intelligence, or enhancing data privacy protections for residents, the Council’s work has real impact on people’s daily lives. I look forward to continuing this collaborative work on behalf of the state.”
