Mayer Brown Adds Former Federal Reserve Senior Special Counsel Andrew Hartlage As Washington Partner

Mayer Brown has added Andrew Hartlage as a partner in its Public Policy, Regulatory & Government Affairs practice in Washington, D.C., strengthening the global law firm’s capabilities in banking regulation, financial services policy and government affairs.

Hartlage joins Mayer Brown after more than 13 years working on financial services policy, including service as senior special counsel in the Legal Division of the Board of Governors of the Federal Reserve System.

Most recently, he was detailed from the Federal Reserve to the staff of the U.S. House Financial Services Committee, where he advised members of Congress and committee staff on financial services legislation and hearings.

The appointment gives Mayer Brown a lawyer with extensive experience working on banking regulatory issues from within both a major federal regulatory agency and Congress.

During his Federal Reserve tenure, Hartlage served as a primary expert across a wide range of banking regulatory and supervisory matters.

His areas of experience included capital regulation, permissible banking activities, mergers and acquisitions, resolution planning and insurance supervision.

His government experience also included advising Federal Reserve governors and senior staff on complex financial regulatory policy matters.

Hartlage developed working relationships with other major financial regulators and government organizations, including the Office of the Comptroller of the Currency, Federal Deposit Insurance Corporation and U.S. Department of the Treasury.

That background is expected to support Mayer Brown’s financial institution clients as they navigate overlapping regulatory, legislative and policy considerations.

The firm’s Public Policy, Regulatory & Government Affairs practice advises businesses on matters at the intersection of government policy, regulation and commercial strategy.

Hartlage’s arrival is particularly relevant for banks and other financial services companies facing regulatory questions that can involve multiple federal agencies as well as congressional activity.

His Federal Reserve experience covered areas that can directly affect capital allocation, transactions and business strategy for banking organizations.

Capital regulation establishes requirements surrounding how much capital financial institutions must maintain relative to their risks, while activities permissibility determines the types of businesses and transactions banking organizations may legally undertake.

Resolution planning focuses on preparing large financial institutions for potential financial distress or failure without creating broader instability.

Hartlage’s experience with mergers and acquisitions also gives the firm additional regulatory capabilities around transactions involving banks and other regulated financial institutions.

At Mayer Brown, Hartlage will work across the firm’s Public Policy, Regulatory & Government Affairs and Financial Services practices.

The combination is designed to allow clients to address legal questions alongside broader regulatory and legislative developments that can affect financial institutions.

His appointment also adds to the government experience within Mayer Brown’s Washington office.

The office advises companies on matters involving business, government and law and includes lawyers who previously held senior roles across federal agencies, Congress and other parts of government.

For Hartlage, the move provides an opportunity to take experience developed inside the Federal Reserve and Congress and apply it to private-sector clients responding to changes across the financial regulatory environment.
