McGuireWoods has added energy regulatory lawyer Mustafa Ostrander as a partner in the firm’s Washington, D.C., office. Ostrander brings more than 20 years of experience advising energy companies on federal regulatory, compliance, enforcement and transactional matters.
He helps clients structure transactions, obtain regulatory approvals, manage compliance risks and respond to enforcement actions.
Ostrander represents businesses across the energy value chain, including electric generators, energy marketers, wholesale power suppliers, large commercial energy users and interstate natural gas pipeline operators.
His transactional experience includes negotiating power purchase agreements involving wind, solar and battery storage projects.
He also advises clients on commercial agreements for securing and managing interstate natural gas pipeline capacity, gas supply contracts and agreements governing capacity on interstate petroleum liquids pipelines.
Ostrander joins McGuireWoods from Rock Creek Energy Group, a Washington, D.C.-based firm focused on matters involving the Federal Energy Regulatory Commission.
His career also includes senior in-house positions at a wholesale power provider and a large interstate pipeline operator.
Ostrander previously practiced as an associate and partner at international law firms and served in FERC’s Office of Enforcement.
McGuireWoods said the combination of agency, private practice and in-house experience gives Ostrander insight into how regulators evaluate complex matters and how energy businesses manage commercial and operational priorities.
He joins the firm’s Energy Enforcement & Regulatory Counseling Practice Group, which represents utilities, generators, independent power producers, trading companies and other energy businesses.
The group advises clients in proceedings before FERC, state public service commissions and regional transmission organizations.
Its lawyers include a former FERC commissioner and former senior FERC enforcement officials.
Ostrander’s addition also strengthens McGuireWoods’ ability to advise energy clients on matters that involve both regulatory requirements and commercial transactions.
The firm expects demand for this combined experience to grow as energy companies navigate changing power markets, infrastructure development, federal oversight and the expansion of renewable energy and battery storage.
