Microsoft and Mistral have expanded their strategic partnership through a multibillion-dollar agreement focused on increasing artificial intelligence infrastructure capacity in Europe. The companies will also integrate additional Mistral models across Microsoft Foundry, Copilot Studio, Azure and Azure Local.
Under the agreement, Microsoft will use Mistral’s expanded European GPU infrastructure to increase available computing capacity for AI development and support the delivery of Microsoft cloud and AI services. The companies said the arrangement will provide Microsoft customers with access to Mistral’s scientific and computing capabilities.
Mistral plans to expand its GPU capacity using thousands of NVIDIA Vera Rubin systems. The infrastructure will provide a shared environment for training AI models, running inference workloads and supporting large-scale deployments.
The agreement expands Microsoft’s European capacity beyond its own data centers and leased facilities. It also supports the company’s European Digital Commitments, which include investments intended to strengthen regional digital infrastructure and technological resilience.
The companies are positioning the partnership around demand from enterprises and regulated industries that want access to advanced AI while maintaining control over data, operations and critical workloads. Potential customers include organizations in financial services, healthcare, manufacturing and critical infrastructure.
Microsoft and Mistral will support deployments across public cloud, cloud-connected and fully disconnected environments. This flexibility is intended to help organizations meet requirements involving data residency, privacy, cybersecurity, latency, export controls and business continuity.
Fully disconnected deployments can operate independently from external networks, making them suitable for sensitive or mission-critical environments. Customers will be able to use Mistral models through a consistent Microsoft platform without redesigning applications for every deployment model.
Mistral Medium 3.5 and OCR 4 are now available through Microsoft Foundry. Mistral Medium 3.5 has also been added to Microsoft Copilot Studio, giving customers another model option for building and managing enterprise AI agents.
Medium 3.5 is an open-weight model that can be customized and deployed within Microsoft’s managed Azure environment. OCR 4 is designed for structured document processing, automation and agentic workflows involving information extracted from business documents.
Microsoft Foundry allows developers to discover, customize and deploy models and AI agents in the cloud. Foundry Local extends those tools and runtime capabilities to Azure Local environments located closer to a customer’s data, employees or physical operations.
Using common models, tools, application programming interfaces and workflows across these products can reduce fragmentation. Organizations can develop applications once and deploy them across different environments based on regulatory, connectivity and operational requirements.
Manufacturers could use locally deployed models to analyze production and quality data while protecting intellectual property. Healthcare organizations could support AI-enabled workflows while addressing privacy, data residency and clinical continuity requirements.
Microsoft and Mistral are also developing a joint go-to-market strategy covering Europe and other global markets. The companies plan to support customer adoption through funded proofs of concept, Azure credits and AI development workshops.
The expanded relationship combines Mistral’s models and European infrastructure with Microsoft’s cloud, security, compliance and enterprise software capabilities. The companies intend to provide regulated organizations with greater choice over how and where their AI applications operate.
