Moeve: €1 Billion Green Hydrogen Project To Launch Southern Europe’s Largest Plant

Moeve has reached the final investment decision to begin construction of the Andalusian Green Hydrogen Valley, a project expected to involve more than €1 billion in investment and establish the largest green hydrogen facility in Southern Europe.

The first phase of the initiative, known as Onuba, will deliver 300 MW of electrolysis capacity with the option to expand by an additional 100 MW subject to grid availability and board approval. Construction is expected to begin in the coming weeks following approval by Moeve’s board of directors.

The Onuba project will include associated infrastructure and a self-consumption photovoltaic plant to support the hydrogen production facility. Moeve will lead the development with a 51 percent majority stake, while Masdar and Enalter will participate as minority partners. Enalter is majority-owned by Enagás Renovable, a company focused on the development of renewable gases.

The project forms part of Moeve’s broader Positive Motion transformation strategy aimed at expanding the company’s role in low carbon energy. Once operational, the facility is expected to produce around 45,000 tonnes of green hydrogen annually.

According to the company, the project could avoid approximately 250,000 tonnes of carbon dioxide emissions each year, equivalent to eliminating more emissions than those generated by passenger vehicles in the Spanish cities of Huelva, Cádiz, and Jaén.

The green hydrogen produced at the facility is expected to support multiple hard-to-decarbonize sectors, including aviation, maritime transport, and road mobility, as well as industrial uses in chemicals and fertilizer production.

The initiative has been designated a Project of Common European Interest by the European Commission and has received €304 million in support from the Government of Spain through the Recovery, Transformation and Resilience Plan funded by the European Union’s NextGenerationEU program under the Hydrogen Valleys scheme.
