Municipal Data & Power (MDP) announced the launch of a national request for proposals (RFP) inviting cities, counties, and states across the United States to compete to host its planned $4 billion inaugural Harvest Grid & Power Site infrastructure development project.

The New York-based infrastructure, energy, and real estate development consortium said the initiative is designed as a public-private development platform that combines resilient energy infrastructure, advanced manufacturing, workforce development, and community-focused economic growth. The company estimates the first project could generate approximately 5,000 direct and indirect jobs across construction, manufacturing, technology services, logistics, engineering, and long-term facility management.

According to MDP, the Harvest Grid & Power Site model integrates several infrastructure components into a single development platform, including a 20-megawatt resilient micro-power grid and distributed energy system, a carbon products and advanced manufacturing facility, a micro data center, workforce housing, transportation and utility upgrades, workforce training partnerships, and a Community Economic Development Fund.

The company said the initiative is intended to address growing national priorities around domestic manufacturing, supply chain resilience, energy independence, and workforce development. MDP believes the model can help municipalities pursue long-term economic growth by linking industrial development, energy generation, and workforce expansion into a unified infrastructure strategy.

MDP noted that its municipal partnership approach differs from traditional economic development efforts that rely primarily on tax incentives. Instead, the company proposes a collaborative framework designed to create ongoing economic participation, infrastructure investment, and recurring development opportunities for host communities.

Municipalities participating in the RFP process will be evaluated based on factors including site readiness, transportation access, utility capacity, workforce availability, housing potential, permitting readiness, economic development alignment, and commitment to long-term public-private partnerships.

The company expects the inaugural Harvest Grid & Power Site to serve as the first project in a broader pipeline of future developments across multiple U.S. regions. MDP said the model is intended to provide benefits beyond the initial construction phase, including expanded tax bases, supplier opportunities, workforce training investments, increased commercial activity, and growth among local small and midsized businesses.
