New Mexico’s Department of Finance and Administration has secured an additional $72 million in funding following the implementation of Euna Grants, a cloud-based grants management platform developed by Euna Solutions. The expanded funding brings the total value of the New Mexico Match Fund to $147 million and reflects a significant increase in federal dollars leveraged through state investment.
The Department of Finance and Administration adopted Euna Grants to modernize how it plans, distributes, and oversees public infrastructure funding across the state. The platform was introduced as state agencies faced a growing volume of federal and state resources, driven by pandemic-era stimulus programs and increased natural resource revenue. Managing billions of dollars across multiple programs with varying compliance requirements created operational strain for teams that relied heavily on spreadsheets, email, and disconnected legacy systems.
Euna Grants provided a centralized system designed to automate complex workflows, consolidate data, and integrate with existing enterprise resource planning systems. The Department of Finance and Administration implemented the platform within six months for its New Mexico Match Fund, a $75 million program, while continuing to operate other grant initiatives on legacy systems during the transition period.
Following implementation, the department reported faster review cycles, improved visibility into program performance, and a better experience for grant recipients. The Match Fund demonstrated a strong multiplier effect, generating $4.25 in federal funding for every $1 invested by the state. This performance enabled the department to secure an additional $72 million in federal funds, significantly expanding the program’s reach.
The updated grants management process also changed how funds are distributed to recipients. With real-time tracking and streamlined reporting, the department now disburses funds on a monthly basis rather than relying solely on reimbursement-based models. This shift has provided grantees with greater financial flexibility and operational stability while strengthening accountability and transparency.
What began as a modernization effort within a single division has since evolved into a model for statewide grants management. The Department of Finance and Administration has established a user group to share best practices with other agencies and to help guide future implementations. The department has also collaborated with Euna’s implementation team to develop standardized templates and procedures for agencies that have not yet adopted a formal grants management system.
By the end of the second year, as many as 10 state agencies are expected to onboard to Euna Grants, marking a major step toward statewide standardization. The platform continues to serve as a central component of New Mexico’s broader modernization strategy, supporting data-driven decision-making, stronger compliance, and improved outcomes for communities across the state.
