O’Melveny added D. Mark Cave as a partner in its White Collar Defense & Corporate Investigations Practice in Washington, D.C. Cave previously served as Chief Counsel of the SEC’s Division of Enforcement.
Cave will advise corporations, financial institutions, investment advisers, broker-dealers, senior executives, and boards in SEC enforcement proceedings and related regulatory matters.
He brings more than two decades of experience spanning federal securities law, government enforcement, and private practice.
As Chief Counsel of the Enforcement Division, Cave served as its principal legal and policy adviser and provided strategic guidance relating to investigations and litigation throughout the SEC’s national enforcement program.
He previously held other leadership roles at the agency, including Associate Director.
Cave has led teams of federal attorneys and accountants in hundreds of SEC investigations and litigation matters.
Those matters involved accounting and disclosure violations, auditor misconduct, investment adviser and broker-dealer issues, insider trading, market manipulation, Ponzi schemes, and Foreign Corrupt Practices Act violations.
He also led the SEC’s Cross-Border Task Force.
Before joining the government, Cave practiced at Paul Weiss, representing financial institutions and corporations in litigation, arbitration, regulatory matters, and internal investigations.
Cave is the 59th lateral partner to join O’Melveny since 2023.
