O’Melveny has brought David Leviss back to the firm as a partner in its Washington, D.C. office, where he will join the Health Care Practice Group and Congressional Investigations team. Leviss returns after most recently serving as the SEC’s first Associate General Counsel for Oversight and Investigations.
Leviss brings more than 25 years of experience spanning private practice and federal government service.
At O’Melveny, he will advise healthcare organizations, corporations, boards of directors, and senior executives on government investigations, internal investigations, False Claims Act matters, and congressional inquiries.
His recent role at the SEC placed him at the center of the agency’s responses to government oversight.
According to O’Melveny, Leviss created and led the SEC’s Oversight & Investigations Group and served as the agency’s principal legal adviser on government oversight matters.
His responsibilities included preparing senior SEC officials, including the agency’s chair and division directors, for congressional testimony.
Before returning to government service, Leviss spent 11 years at O’Melveny.
He initially joined the firm as special counsel in 2011 and became a partner in 2013. During that period, he helped develop O’Melveny’s False Claims Act and healthcare enforcement practices and co-chaired its Congressional Investigations group.
His earlier government experience also includes service in the U.S. House of Representatives and the Department of Justice.
Leviss served as Chief Oversight Counsel to the House Energy & Commerce Committee and as Senior Investigative Counsel to the Committee on Oversight and Government Reform.
In those positions, he worked on congressional oversight and fraud investigations and helped manage public hearings. O’Melveny’s own prior materials also identify Leviss as a former Chief Oversight Counsel of the House Energy & Commerce Committee and a former DOJ Civil Fraud Section trial attorney.
Leviss additionally spent seven years as a trial attorney in the DOJ’s Civil Fraud Section.
His work there included investigating and litigating False Claims Act cases, including matters involving allegations of improper Medicare and Medicaid reimbursement.
That experience gives Leviss a background spanning multiple sides of government investigations, including congressional oversight, securities regulatory matters, federal civil fraud enforcement, and private-sector representation.
At O’Melveny, much of that experience will be applied to healthcare companies facing overlapping regulatory and investigative risks.
Healthcare organizations can encounter inquiries involving reimbursement, government contracting, compliance, privacy, securities issues, and executive conduct, creating situations where federal agencies, congressional committees, and internal company investigations may intersect.
Leviss’s return also continues O’Melveny’s recent expansion.
The firm said 58 lateral partners have joined since 2023.
Leviss is the third partner to join its Health Care Practice since 2025, following the May 2025 arrival of Kevin Barstow and the January 2026 promotion of Anne Steinberg.
His arrival adds another lawyer with prior federal enforcement and congressional experience to O’Melveny’s Washington platform.
Leviss earned his J.D. from New York University School of Law and his B.A. from Amherst College.
