OpenAI Partners With Malta To Provide Free AI Access For Citizens

OpenAI and the Government of Malta announced a partnership to provide ChatGPT Plus access to all Maltese citizens through a new national initiative focused on AI literacy and practical skills development.

The initiative, called “AI for All,” will combine an AI education course developed by the University of Malta with one year of free ChatGPT Plus access for citizens who complete the program. The effort is designed to help people understand how AI works, how it can be used responsibly, and how it can support everyday activities at home and in the workplace.

According to OpenAI, the first phase of the program will launch in May 2026, with the Malta Digital Innovation Authority overseeing distribution to eligible participants. The program is expected to expand over time as additional Maltese residents and citizens living abroad complete the course.

OpenAI said the partnership aligns with its broader vision of making intelligence broadly accessible as a global utility that can be used by people, businesses, and institutions whenever needed.
