Osavul Raises €8.5 Million Series A To Expand Hybrid Threat Intelligence Platform

Osavul has raised €8.5 million in Series A funding to expand its AI-powered hybrid threat intelligence platform across government, defense, enterprise and critical infrastructure markets worldwide. The round was led by 33N Ventures, with participation from Balnord, G+D Ventures and existing investor 42CAP, bringing Osavul’s total funding to approximately €12 million.

The Luxembourg-headquartered company develops technology designed to identify hostile intent across information, cyber and physical domains before attacks materialize. Its platform is used by NATO as well as government, defense and security organizations in more than 10 countries.

Osavul plans to use the new funding to deepen its AI capabilities, build its commercial organization and expand into additional markets and sectors, while continuing to develop its government and defense business.

The company’s technology combines open and privileged data with proprietary intelligence developed through years of analyzing and attributing live hostile campaigns alongside defense and security institutions. Osavul maps signals associated with hostile actors against a customer’s people, facilities and supply chains, with the goal of identifying potential threats before an attack occurs.

Its assessments are evidence-traced and analyst-reviewed, and the technology can be deployed on-premises within sovereign infrastructure so sensitive information does not need to leave a customer’s systems.

Osavul was initially developed during the Russian invasion of Ukraine and has spent approximately four years working alongside defense, cybersecurity and information security organizations.

The company now serves customers across the UK, Germany, Poland, the Nordics, the U.S. and Asia-Pacific, among other markets. Osavul is also one of three technology companies delivering NATO’s Information Environment Assessment Capability.

The company said its total contract value increased fourfold in 2025, while its technology has also gained commercial traction across defense industrials, energy, transportation and financial services.

Osavul sees an expanding market as geopolitical tensions and state-linked hybrid activity increasingly affect businesses responsible for critical infrastructure. These threats can combine cyberattacks, sabotage, espionage and information manipulation, making them difficult to identify through traditional security products focused on individual risk categories.

The company cited more than 150 state-linked incidents across Europe since 2022, with similar activity targeting energy, aviation and shipping infrastructure in the Middle East and Asia.

Osavul was founded by Dmytro Plieshakov and Dmytro Bilash, second-time founders who previously built and sold Captain Growth to Perion. The company intends to use its experience working with national security organizations to expand its technology to companies operating critical infrastructure and other strategically important businesses.

KEY QUOTES:

“Hybrid attacks are no longer a government problem alone. The companies running energy, airports, ports, transport and finance now face the same adversaries, usually without the means to see them coming. We will keep working with governments and defence, where our intelligence is forged, and bring that capability to the businesses societies rely on.”

Dmytro Plieshakov, Co-Founder and CEO of Osavul

“We built Osavul under live operational conditions, and that experience travels. From Luxembourg we now serve customers worldwide, increasingly in regions facing conflict and instability, where the need for sovereign, multi-language intelligence is most acute.”

Dmytro Bilash, Co-Founder and Chief Business Development Officer of Osavul

“Adversaries operate across information, cyber and physical channels at once; most security tools are still siloed. Osavul connects all three, with AI proven in the world’s harshest and most trust-sensitive environments and a track record with NATO and national defence. We are backing these second-time founders to build the defining company in hybrid threat intelligence – from Europe, for the world.”

Carlos Alberto Silva, Managing Partner at 33N Ventures

“The state cannot defend every target, so the companies running Europe’s infrastructure are now carrying risk they were never equipped for. Osavul spent four years proving this inside defence ministries and security institutions, and is now turning the same capability toward commercial operators. It’s built by a founding team who had already built and exited a company together before starting this one and we’re extremely excited to be onboard.”

Gabriele Poteliunaite, Principal at Balnord

“Organisations do not need more isolated alerts; they need situational awareness to take strategic decisions: a clear understanding of how threats connect and what may happen next. Osavul turns fragmented signals into explainable, forward-looking intelligence. We believe the company is building a critical layer of Europe’s future security infrastructure, and we are proud to back the team.”
