Payoneer has acquired Boundless, an Ireland-based Employer of Record (EOR) platform, as the fintech company continues to build out a broader cross-border financial and workforce management stack for small and mid-sized businesses operating internationally.
The deal adds another workforce-focused asset to Payoneer’s portfolio following its 2024 acquisition of Skuad, which the company has since rebranded as Payoneer Workforce Management. Payoneer said the Boundless purchase strengthens its presence in Europe and expands its ability to help customers manage cross-border hiring needs alongside payroll, taxes, benefits administration, and compliance requirements.
Employer of Record platforms have become a growing part of the global hiring infrastructure for companies that want to employ workers in new countries without establishing local legal entities. Under the EOR model, the provider becomes the legal employer in a given jurisdiction while the customer manages day-to-day work, enabling companies to onboard international talent while navigating varying labor laws, tax rules, and benefits standards.
Payoneer positioned the Boundless acquisition as part of a larger strategy to offer an end-to-end financial stack for cross-border SMBs, which often face operational complexity when paying distributed teams and contractors across different banking systems and regulatory environments. The company cited challenges such as limited internal finance headcount, fragmented banking relationships, and compliance requirements that can complicate timely and accurate payroll processing.
With Boundless joining Payoneer Workforce Management, Payoneer said it will be better equipped to meet demand for compliant and scalable global workforce solutions, particularly for customers expanding in Europe or hiring across multiple jurisdictions. Boundless will contribute European expertise and operational capabilities that Payoneer believes will support broader international expansion for its customers.
