Plains All American Pipeline and Plains GP Holdings have appointed Dean Liollio as Executive Vice President and Chief Operating Officer, effective October 2, 2026.
Liollio succeeds Chris Chandler, who is resigning as EVP and COO to pursue other interests. Plains said Chandler’s departure is not related to any disagreement involving the company’s operations, policies or practices.
Liollio, 67, has been serving as Senior Vice President, Special Projects, at Plains since June 2024.
Before that role, he served as President of Plains Midstream Canada from 2020 through 2024.
Liollio previously led PAA Natural Gas Storage from 2008 through 2020 and served as President of Plains Gas Solutions between 2016 and 2020.
Before joining Plains in 2008, his executive experience included serving as President, CEO and Director of EnergySouth and as President and COO of CenterPoint’s natural gas distribution operations across a five-state region that included Houston.
Liollio holds a Bachelor of Science degree in Industrial Engineering from Texas A&M University.
Plains owns and operates midstream energy infrastructure across the U.S. and Canada, including crude oil pipeline gathering and transportation systems, terminals and storage assets serving major production basins, transportation corridors, market hubs and export outlets.
