Prism Layer: Pre-Seed Funding Raised For AI Native Enterprise Risk Management Platform

Prism Layer, an AI-native platform focused on enterprise risk management, has emerged from stealth after closing a pre-seed funding round led by Fenway Summer, with participation from Plural Ventures and a group of angel investors spanning technology and regulatory leadership.

The company was founded by Simone Garreau, Daniel Nolan, and Chandra Bradley, all former risk executives at Block, bringing extensive experience across financial services, regulatory environments, and enterprise risk systems. Their backgrounds include leadership roles at organizations such as Western Union, Robinhood, Remitly, Visa, and Oportun, as well as direct work with global regulators including the CBI, APRA, and FCA.

Prism Layer is targeting what it describes as a long-standing structural issue in regulated industries, the growing gap between the speed of business execution and the pace of risk assessment. While companies have accelerated decision-making and product development, risk management frameworks have largely remained unchanged for decades, often resulting in slow, manual processes that lag behind operational realities.

The platform introduces what it calls a governed agentic execution layer, designed to encode an organization’s risk frameworks, regulatory requirements, and institutional knowledge into a system capable of producing real-time, auditable risk analysis. Rather than documenting risk after decisions are made, Prism Layer aims to execute the reasoning behind risk assessments as they occur.

Its capabilities include supporting risk assessments, key risk indicators, controls testing, risk and control self-assessments, and product risk reviews. Early alpha users have reportedly reduced risk assessment timelines from months to just days.

The funding round reflects investor confidence in both the company’s thesis and its early traction. Fenway Summer, whose partners include former senior leaders from the Consumer Financial Protection Bureau, led the investment, citing the growing systemic importance of closing the gap between business velocity and risk oversight.

Prism Layer is currently onboarding its first enterprise customers and has indicated that one remaining proof-of-concept slot is available for enterprise risk teams operating under active AI mandates. The company is headquartered in Washington, DC.
