Recur Software Acquires Keystone Public Safety To Bring AI To Law Enforcement Operations

Recur Software has acquired Keystone Public Safety, a provider of mission-critical dispatch, records management, and jail management software used by county and municipal public safety agencies.

The acquisition marks Recur’s first investment in the public safety sector and expands its portfolio of software companies serving highly regulated industries. Recur plans to invest in Keystone’s platform and introduce AI capabilities across the daily workflows of dispatchers, law enforcement officers, and records personnel.

Founded in 1988, Keystone provides computer-aided dispatch, records management, and jail management software supporting the full lifecycle of an incident, from 911 call intake and dispatch through field operations, records management, and jail booking.

Keystone serves law enforcement, fire, and emergency dispatch agencies ranging from major metropolitan counties to local municipalities. The company said its customer relationships average more than 20 years, reflecting the mission-critical nature of its software and its integration into agency operations.

The platform can be configured around an individual agency’s procedures, screens, permissions, and workflows. Recur sees an opportunity to combine that operational history and underlying data with AI to reduce administrative work and improve how public safety professionals access information and complete routine tasks.

Recur plans to preserve Keystone’s focus on reliability and customer service while investing in product development. Rather than positioning AI as a standalone feature, the companies intend to incorporate the technology more directly into how customers use the platform throughout their daily operations.

Keystone CEO Mike DePerro will continue helping advance the platform as the company begins its next stage under Recur. The companies said the combination pairs Keystone’s decades of public safety experience with Recur’s focus on developing and modernizing specialized software businesses.

KEY QUOTES:

“Public safety software is tested where it matters most. And yet the sector’s technology has historically fallen short of the innovation bar we see in other industries. Not only has Keystone earned its customers’ trust, but it holds decades of workflow and data that AI can put to work for the agencies that generated it. We see a massive opportunity to invest in the product and deliver better outcomes in the field.”

Charlie Serota, Co-Founder Of Recur Software

“Working with Recur showed me what the business could look like with the right people pushing it forward. They brought a vision for what AI can do not as an add-on, but at the core of how our platform is built and how our customers use it every day. We’re already innovating on that foundation, and I’ve never been more excited about where Keystone is headed.”
