ROC has appointed Brian A. Hibbeln to its Board of Directors, adding one of the U.S. defense and intelligence community’s most experienced leaders in operationalizing advanced technology for national security missions. The appointment strengthens ROC’s strategic position as a U.S. provider of sovereign, tactical AI designed for defense, intelligence, and allied partners.
Hibbeln brings more than 30 years of experience across the Department of Defense and U.S. Intelligence Community. He previously served as Assistant Deputy Undersecretary of Defense for Special Capabilities. He was the founding Director of the DoD’s Special Capabilities Office, where he led transformative technology programs and managed a $2 billion portfolio focused on delivering battlefield-ready innovation. He also served as a senior intelligence executive overseeing a $10 billion technology development portfolio.
His background spans deep technical expertise and high-level operational leadership. With degrees in physics from the U.S. Air Force Academy and the Air Force Institute of Technology, Hibbeln served as Chief Scientist and Chief Systems Engineer at the National Reconnaissance Office, where he was responsible for transitioning emerging research into fielded capabilities. This mission focus aligns directly with ROC’s emphasis on deployable, resilient AI for real-world conditions.
Hibbeln joins the board at a time when ROC continues to gain traction as a leading provider of Vision AI. The company is ranked as the top U.S. provider in NIST’s global Face Recognition Technology Evaluation, and its technology powers ROC Watch, a platform used for biometrics, tactical video analytics, and decision intelligence.
Hibbeln currently serves as a General Partner at StealthPoint Ventures, a senior advisor for Blackstone Private Equity, and a senior fellow at the Potomac Institute for Policy Studies.
