U.S. Energy Department Announces Up To $4.2 Billion For Vistra Nuclear Upgrades In Pennsylvania And Ohio

The U.S. Department of Energy’s Office of Energy Dominance Financing has announced a conditional loan commitment of up to $4.2 billion to finance nuclear uprates and modernization projects across Vistra’s nuclear fleet in Pennsylvania and Ohio.

The financing is intended to increase electricity production from existing nuclear facilities, support continued plant operation, and address growing electricity demand across the 13-state PJM Interconnection region.

Vistra’s planned investments encompass the Beaver Valley nuclear facility in Pennsylvania and the Davis-Besse and Perry plants in Ohio.

Together, the projects are expected to preserve nearly 4 GW of existing baseload nuclear generation, which the Energy Department said is enough to power more than 3 million homes.

The projects are also expected to add 433 MW of new nuclear generating capacity through improvements to existing facilities.

Rather than requiring entirely new generating stations or comparable new transmission corridors, the projects are designed to extract additional output from plants that are already operating.

The investments are expected to support approximately 3,000 project-related jobs spanning engineering, construction and planned outage work while helping preserve thousands of permanent jobs associated with the nuclear facilities.

The planned investments are also expected to support operation of the plants for an additional 20 years beyond their existing licenses.

The conditional commitment includes an option for the Energy Department to finance potential future nuclear uprates at Vistra’s Comanche Peak Nuclear Power Plant in Texas.

The financing advances the federal government’s broader strategy of extending existing nuclear generation and increasing electricity production from the U.S. nuclear fleet.

However, the $4.2 billion commitment remains conditional.

Vistra must satisfy technical, legal, environmental and financial requirements before the Energy Department enters into definitive financing agreements and begins funding the loan.
