Vitol Aviation Co. has been awarded a U.S. Department of Defense contract worth up to $230.1 million to supply various fuels to the Defense Logistics Agency.
The Houston, Texas-based company received a fixed-price contract with economic price adjustment structured as an indefinite-delivery/indefinite-quantity agreement. The contract was awarded through solicitation SPE602-26-R-0706 and has been designated as contract SPE602-27-D-0456.
The procurement was conducted competitively, with the Defense Logistics Agency receiving 19 responses to the solicitation before selecting Vitol Aviation.
Under the agreement, Vitol Aviation will supply fuel at locations across several strategically important regions in the Pacific and Europe. Performance locations include United Kingdom Territories, Guam, the Philippines, and Australia.
The contract includes a one-year base period and a 30-day carryover period. The Department of Defense listed December 31, 2027, as the expected performance completion date.
The contract will be funded with fiscal 2026 through fiscal 2027 defense working capital funds. The Defense Logistics Agency is the customer, while Defense Logistics Agency Energy at Fort Belvoir, Virginia, is the contracting activity.
The indefinite-delivery/indefinite-quantity structure allows the government to place individual fuel orders as requirements arise during the contract period, up to the stated maximum contract value. The economic-price-adjustment component also allows contract pricing to account for changes in applicable market conditions over the performance period.
DLA Energy manages fuel and energy procurement for the U.S. military and other government customers, including acquiring and distributing petroleum products needed to support domestic and overseas operations.
The Vitol Aviation contract’s geographic scope places a significant portion of potential supply activity in the Indo-Pacific region. Guam, the Philippines, and Australia are key locations for U.S. military operations and logistics, while including the United Kingdom Territories expands the contract’s reach into additional overseas markets.
The award provides Vitol Aviation with a potential maximum value of $230,101,364 if the full amount available under the contract is ordered during the performance period.
