White & Case Appoints Christina England-Livengood In Washington, DC To Expand Nuclear Energy And Project Finance Capabilities

White & Case announced that Christina England-Livengood has joined the firm as a partner in its Global Project Development and Finance Practice and Global Energy Industry Group, strengthening its capabilities in nuclear energy and regulatory advisory.

England-Livengood brings more than 15 years of experience across nuclear licensing, regulatory compliance, contracting, and policy development, spanning the full lifecycle of nuclear operations. Her background includes senior roles at the U.S. Department of Energy and the U.S. Nuclear Regulatory Commission, where she advised on complex regulatory frameworks and high-profile energy initiatives.

At the Department of Energy, she worked on advanced nuclear technologies, including small modular reactors and microreactors, as well as specialized fuel types such as HALEU and TRISO. Her work included developing siting, procurement, and partnership strategies aligned with federal mandates and advising leadership on safety, environmental, and security considerations.

During her tenure at the Nuclear Regulatory Commission, England-Livengood led legal strategy across reactor licensing, license renewals, materials licensing, and fuel cycle facility approvals. She also advised on export controls, international nuclear trade, and treaty compliance, while contributing to regulatory rulemaking efforts aimed at improving licensing efficiency.

Her appointment reflects White & Case’s continued investment in energy transition capabilities, particularly as nuclear power is expected to play an expanding role in the global energy mix.

The addition further strengthens the firm’s global energy platform, which has seen multiple senior hires across key markets over the past year as demand grows for legal expertise in complex energy infrastructure and regulatory matters.
